Scheme being directed whereby a Prime Contractor (BEM Systems, Inc. - New Jersey) would receive a payoff (by being thrown "a couple project bones" - a couple project contracts) in return for BEM agreeing to in-turn contract with a state-specified company (Brown and Caldwell) - in order to facilitate moving Federal/State money to the intended recipient, Brown and Caldwell (when positioned as a BEM Sub-Contractor)
